During the period of General Mobilization System, the Japanese Government-General of Korea promoted the management of Buyeong housing and pushed forward the large-scale construction of Yeongdan housing to mitigate housing issues. Its public housing policies, however, received poor grades amid the postponement of housing sites and the shortage of building materials. The completion rate of Buyeong housing remained at 76.97%, and Yeongdan housing ended up realizing only 36.08% of the goal. The supply of Buyeong housing, which achieved relatively favorable results, happened in two forms, rent and sales. The rents of Buyeong housing were lower than those of the surrounding areas despite the skyrocketing production costs thanks to some financial supports from tax revenues and the utilization of Buyu land as business lots. Buyeong housing, however, had nothing to do with a majority of Joseon people. It was housing space devoted to Japanese people. From the beginning, it was internally decided that Buyeong housing would be provided to employees of major agencies and companies. The housing style fit for Japanese people was chosen for Buyeong housing, most of which consisted of expensive medium- and large-sized houses unfit for the living standard of Joseon people.
