This study analyzed how Japan’s agricultural issues were discussed among the LDP politicians at the local level during TPP negotiations. It aims to clarify linkage and interaction of central–local politicians in the policy process. This study analyzed two typical rural areas, Kagoshima and Kumamoto, with similar socio-economic conditions in Japan, to compare the role of central-local politicians in the LDP government’s policy process. As a result, the following three outcomes were derived. First, the forces leading the regional consensus are not same. While the central politician-led agreements were identified in Kagoshima, the local politician-led consensus was found in Kumamoto. Second, the political arenas and ways for preparing countermeasures vary depending on the region. In Kagoshima, the LDP Branch Federation(Kenren), based on the human network of central-local politicians, was at the center to discuss measures. In Kumamoto, the special committee of local council was centralized to clarify TPP counterplan. Third, the role of LDP politicians has increased after the TPP settlement. In other words, the effort of central-local politicians to preparing for agricultural countermeasures on TPP was mainly effective as the parties for political accountability to persuade electorates, while the actions of the ruling party politicians were limited during the negotiations. It means that linkage and interaction of central–local politicians are resilient by region, but as a result, they contribute to the political accountability of the government of party.
