The purpose of this study is to analyze the dynamics of policy formation process of the National Health Insurance(NHI) coverage expansion after single-payer system. The process of policy agenda-setting mainly explored who were the key initiators and what are their motivations to do under political and social context. With regard to the policy-making process, this study investigated decision making governance in terms of the structure, leading actors, and interaction of policy elements. Study findings present that agenda setting for enhancing the NHI coverage was initiated by the citizens. Whereas the government’s proposal include policy goals and solutions, medical professionals who have autonomy in the implementation phase appeared to be lead decision making process of benefit package expansion policy. In conclusion, study findings suggest the dynamics of policy formation process of the NHI coverage expansion and uncertainty of policy effects.
