(Background and Purpose) As the social values and responsibilities agenda increases, private companies, like public institutions, regard the social role and the mission of economic creation as important. The purpose of this study was to predict the future ecosystem of the related public art industry by exploring public art policies that find social and cultural links against urban planning that are only functional to respond to changes in corporate values. (Method) This study was a basic exploration of the value index of social economy concerning public art policy. As it is difficult to accurately measure the market value of public art, the FGI method, a method for observing the value of public art by approaching policy beneficiaries, is useful. In addition, as it was a long-term study, the social economy index of public art was analyzed using the contingent valuation method (CVM) with individual in-depth interviews. In parallel with CVM, the social economy value index of public art was analyzed. An analysis of differences according to sociodemographic characteristics was conducted through items P (seven questions), S (five questions), C (five questions), and E (three questions). (Results) Looking at gender, women scored higher than men in all items except for S, and women felt discriminated against in terms of capital and equity in public art. By age, those in their 20s and younger showed a moderate distribution across all items and a large distribution in S and E, with P being the lowest. People in their 30s had the highest P and lowest C; therefore, they had relatively little exposure to leisure activities and art participation. Those in their 40s had the highest C, and those in their 50s and over showed a uniformly low distribution across all items. In terms of residence, E in the metropolitan area and Chungcheong area had the highest P, Gyeongsang area had the lowest distribution across all categories, S was the lowest, and Gangwon area had the highest distribution of S and C and the lowest P. In terms of occupational group, other than C was the highest, while for office workers, C was the highest, and for students, P and E were the lowest. (Conclusions) Currently, the development and exploration of social value as a monetary measure are in its infancy. Therefore, the preparation of accounting standards for the social economy that measure social performance value and convert it to monetary value in the public art field must be approached cautiously. Moreover, to refine the measurement tools and their methods, socioeconomic measurement systems and standardization must be developed, alongside the efforts of the related academia.
