This article examines the intentions and recognition of the Joseon central government through inspections and personnel management in the first half of the 19th century. It focuses on the analysis of punishments and disciplinary measures which the central government imposed on local officials based on the reports of Secret Inspectors. The study covers 1,095 disciplinary measures out of 1,689 actions taken in Chungcheong, Gyeongsang, and Jeolla provinces over 60 years, from Sunjo to Cheoljong"s reign.
The article traces the process of handling inspection results, serving as a foundation for personnel management. Disciplinary actions, based on the Guideline for Secret Inspectors proclaimed in the late 18th century, reflect the central government"s interests in taxation management and relief administration. The analysis reveals a higher frequency of disciplinary measures in Jeolla province and coastal counties, suggesting a connection to grain supply and tax transportation. Common reasons for punishments include taxation, grain loan management, and supervision of functionaries, irrespective of officials" ranks. These reasons align with the regulations set by the Guideline.
The central government prioritized the capabilities of local officials in taxation administration and jurisdictional control, resulting in the replacement of deviant officials through inspections and subsequent punishments. This process played a crucial role in securing the taxation required by the central government.
