The purpose of this study is to promote the tourism industry, especially to stabilize the legal relationship in the casino industry. The tourism is one of the industries most affected by COVID-19. In the case of Jeju Island and Kangwon Land, which are casino industries that have a large impact on the local economy, non-face-to-face opening was inevitable. Although the casino industry is a gambling, it has the meaning of opening a channel for healthy emotional relief as long as it does not exceed a certain line. The defendant C is a corporation established in Jeju Island for the purpose of casino business, and Plaintiff A is a person who acquired chips by playing games at the casino. Whether a business transferee who continues to use a business name after the business transfer is liable to business creditors should be determined by the fact the business creditors at the time of business transfer were aware of the fact of the business transfer and that there was no assumption of debt. Since it appears that th business creditor did not know about the non-acceptance of the debt at the time of transferring the casino business, the business transferee is liable for the business transferor"s debt for the casino chips.
