The purpose of this study is aimed to investigate the role of the council of residents’representatives in the process of activating the apartment community from a viewpoint of the role of community organization to revitalize the urban community. An apartment is a conventional type of housing in the city. It is a relevant space to activate the community within it. However, it is quite rare to study apartments as objects of community revitalization. This study mainly consists of analyzing the activation process of the apartment community and analyzing roles played by the council of the residents’representatives at each stage. The activation process of the apartment community is divided into four stages: a recognition stage of common problems, a stage of network construction, an activity stage, and a proliferation stage. The roles of residents’representatives were also classified as leader, network mediator, resources provider, and coordinator. By combining the two dimensions, this study analyzed how the council of residents’representatives plays a key role at each stage. As a result of the analysis, the apartment community was activated through a series of gradual processes and the council of residents’representative made a decisive contribution to this change. The roles of the council of residents’representatives differ slightly in each stage. Based on the result, policy measures were proposed for the desirable management plan of the council of residents’representatives.
