On January 20, 2025, the Trump Administration’s second term announced policies aimed at dismantling bureaucracy, strengthening the political accountability of senior officials to the president, reducing costs and promoting government efficiency, banning remote work, and downsizing the civil service. Notably, the Schedule Policy/Career system, an evolution of the Schedule F initiative from the first Trump administration, stands out as a hallmark of its personnel policy. Under this system, political accountability and loyalty to the president become key criteria for appointing senior officials. Unlike traditional career civil servants, individuals under this system can be dismissed by the president at any time. The implementation of the Schedule Policy/Career system could potentially reduce rigidity within the bureaucracy, increase flexibility, enhance efficiency and government performance, and more effectively realize the president’s policy agenda. However, this system also poses significant risks. It undermines the longstanding principles of political neutrality and job security in the civil service. By making political loyalty a central standard for appointments, it raises concerns of a potential return to a spoils system. Excessive politicization of senior officials could also hinder merit-based practices within the bureaucracy. While the introduction of a radical personnel policy like the Schedule Policy/Career system in South Korea’s local governments may be premature, it carries important implications. This is especially relevant in light of the increasing number of political appointees and specially-appointed local government officials, as well as the growing political influence of local government leaders in South Korea.
