The paper production system of Goryeo was based on a various structure comprising the state-run Jiso(紙所) and private handicraft industries. Jiso produced high-quality paper for central government offices, while private handicrafts supplied lower-quality paper to local offices and private consumers. However, in the 12th century, Jiso faced difficulties due to excessive tax burdens, leading to a decline in production capacity and the departure of skilled artisans. These issues caused a breakdown in the Jiso paper production system.
After the end of the Mongol invasions, as Goryeo society stabilized, there was a large-scale demand for high-quality paper due to the flourishing of Buddhist rituals(佛事) such as the printing of the Tripitaka koreana(高麗大藏經). Additionally, diplomatic relations with the Yuan dynasty spurred further demand for premium paper, including Buddhist scriptures. These developments significantly increased the overall demand for paper, driving changes in the late Goryeo paper production system.
These shifts in paper production and demand triggered broader societal changes. High-quality paper was not only used for printing but also served as a valuable commodity for gifts and bribes in both Goryeo and Yuan societies. This evolving demand, coupled with the weakening of Jiso’s role, led to the transformation of the traditional paper production system. The resulting changes, including the decentralization of production and the rise of private industries, reflected and contributed to broader social transformations in the late Goryeo.
