1811 year Sinmi-Tongshinsa was diplomatic ceremony held in Tsusima by Tsusima-Han under the entrustment of Tokugawa-Bakuhu as the diplomatic ceremonial place was changed from Edo to Tsusima.
In this article, how Japan received Sinmi-Tongshinsa was reviewed from the economic side. Including the scope of reception, the caculation of reception expenses, the settlement of expenses and the effect that the reception for Tongshinsa had on the finacial condition of Tsusima-Han was reviewed in quantity.
Firstly, in the scope of reception of Japan, not only diplomatic ceremony but also the incidental expenses of invitation should be included.
Secondly, the reception expenses for Sinmi-Tongshinsa was paid by the money of Bakuhu at the itemized requests of expenses by Tsusima-Han. Some reception commodities were procured through the price competitive bidding among merchants of Edo, Osaka and Kyoto.
Thirdly, the reception expenses for Sinmi-Tongshinsa requested by Tsusima-Han was cut down by Bakuhu and the remaining money in the settlement should be given back to Bakuhu. Bakuhu's will of expenses reducement was strong and firm. However, as the additional amount that Bakuhu should have paid to Tsusima-Han was more than that of remaining money given back to Bakuhu, even though there was expense reducement effect compared to the case of previous Horeki-Shinsi, Bakuhu had a deficit in expenses. Especially ceremonial expense for Bakuhu's mission among itemized expenses was ralatively larger.
Fourthly, gold 110 thousand Ryo of credit financial assistance and grant-type aids Tsusima-Han received from Bakuhu as the reception expenses for Tongshinsa, outnumbered gold 36 thousand Ryo, Tsusima-Han's financial revenues in 1790 and Tsusima-Han could request Bakuhu to compensate for exceeding expenses. Though in figure we cannot say that Tsusima-Han suffered from the economic damage owing to the reception for Tongshinsa, taking into consideration building new ships and Tsusima-Han's liabilities, further close research should be made. Taking an opportunity of the reception for Sinmi-Tongshinsa, however Tsusima-Han could show its diplomatic capacities to Bakuhu and sustain its influence over its neighbor areas.
