The purpose of this study is to examine interview testing procedure how validly it measures student's communication abilities. To investigate the types of evidence that may be considered, three stages were examined; before the test, during the test, and after the test. First, rating scales was investigated before the test stage. The construct and its rating scales are not same because interviewers made them based on their intuition. Second, transcribed 20 conversation data between interviewer and interviewee discourse are analysed during the test stage. The difference between interview discourse and speaking task that is written in the textbook shows that interview is not appropriate for formative test at the end of the semester. Third, survey result which shows that interviewees opinion about interview testing procedure was discussed after the test stage. These results show that standard and rule-governed interview testing procedure should be administered to ensure that more valid assessment is to be made.
