The aim of this study is to estimate the Value of Travel TIme (VOT) to be used in Cost-Benefit analysis for road project appraisals in Korea. So far VOT in Korea was estimated by simple method using wage rate only for working hours and one third of its valuation for leisure time, therefore precise and theoretically concrete value of time was required to evaluate road projects in fair and transparent process. Because the VOT was a major element of benefits, in sometimes over 80 % of benefits.
The VOT for working hours was estimated by the wage rate and overheads by the employers. The basic data came from an Enterprise Yearbook issued by the Bank of Korea.
The VOT for leisure time was estimated by multi-nominal logit model with revealed preference data which were surveyed from large cities in Korea where 3 or 4 modal choice such as car, bus, train or airplane was available. The data was 1,491 for leisure purpose, among them car was 886, bus 320, and train 305, which travelled over 50㎞ from its departed places, owing to estimate the value of travel time for long-distance.
The model was composed of in-vehicle time, out-vehicle time, access-time, and access cost parameters with two public transport constant. All t-values were over 2.0, which meant the parameters were statistically significant at the 95percent level of confidence. The value of out-vehicle time was 1.95 times higher than in-vehicle time, which resided in the range of valuation like the earlier studies. The model was found reasonable, theoretically and statistically robust, showing the goodness-of-fit measured ρ². was 0.34.
The VOT for vehicles was estimated with occupancy rates and travel purpose rates surveyed at the site. VOT for non-business trips shared 32.7percent of VOT for working trips. The VOT by this study was car 9,413won, bus 50,562won and truck 7,420won.
Although the output was moderate to be used in the road project appraisal in Korea, advanced method such as SP(stated preference) or TP(transfer price) was recommended to estimate more accurate and reasonable values for travel time saving.
