The purpose of this study is to investigate the effect of Inter-Korean Sports Exchanges on ameliorating the tensions on the Korean peninsula and to provide outlook and recommendations for future exchange efforts. For this purpose, the successes of the sports exchange efforts of the previous presidential administrations were evaluated and a group of 15 experts was analyzed using the Delphi method.
The following are the results. Inter-Korean sports exchanges have played a significant role in easing the tensions on the Korean peninsula and in promoting peaceful image of the Korean peninsula through simultaneous entrance of the two teams or formation of an unified team at international sports events. However, such inter-Korean sports exchange efforts are sensitive to political and economical conditions.
The reduction or even termination of what had been an active interaction between the governments, and thus the sports exchanges, can be attributed not only to the present political conditions in South Korea, but also to North Korea’s nuclear controversy. In the light of the findings of this study, it is recommended that the government adopt long-term efforts to: support sports exchanges, provide cooperation for public groups, and encourage the public to take interest in inter-Korean exchanges.
