Regarding the end of cold war system and the sport exchange, 1) North Korea felt a tension because of end of a cold war due to collapse of communist contries. As a result, North Korea cannot help groping for a transition of diplomatic policy to a direction of accepting a economic cooperation and cross approval with eastern countries including America and Japan for a safty and development. That is, North Korea experiened a sense of crisis, and was prepared for reactive method to east-west relation and style of communist block which changed fast since 1989. 2) North Korea made an effort to improve the relation with America and Japan to break the economic difficulties, to avoid the diplomatic isolation, and to secure legitimacy of Kim Jungil`s regime, to maintain stability and to minimize the threat of security. North Korea tried to improve the relation with America by using nuclear cards for a normal relation. However, America and Japanese government suggested the improvement of relation between South and North Korea. North Korea knew that to continue a meeting for normalization of diplomatic relations did not have justification without stopping a state of tension with South Korea. Specifically, America emphisized that a basic condition for improvement of relation with North Korea is a practical security for stability, peace, and prosperity in the Korean peninsula through the improvement of relation between two Koreas. This means that defence commitment on South Korea cannot a object of negotiation between North Korea and America, and America will not take a neutral position in the relation between two Koreas, and will drive the speed of improving the relation between America and North Korea in relation to the progress of relation between South and North Korea. 3) North Korea`s sense of crisis make her improve the relation with America and Japan, and the relation of South Korea with America and Japan make North Korea have freindly relation with South Korea. From this point of view the sport exchange between South and North korea is performed. This can be considered to be a way of North Korea`s effort for improving the relation with America and Japan as a counter-measure for the end of a cold war. 4) The possibility of change in North Korea in developmental model of sport exchange can be explained by economic factors. Moreover, the political purpose can demand an economic sacrifice in North Korea which the principle of priority of politics is kept. However, North Korea will not continue the policy of shutdown like the present. When considered the continuing economic stagnation, North Korea is considered to assert the need of reform and open, not the dualism and conservatism because this is directly related to the maintenance of political system. The reformed leaders will appear in North Korea if Kim Jungil`s regime fail to solve the present questions. The sport exchange in the present conservative system will function politically for maximizing the political peace offensive. But the reform and open system will maximize the promotion of mutual exchange and the exchange effect. South Korea`s collaborative plan for Korean people`s unfication is composed of three steps, that is, 1) reconcliation and cooperation, 2) coalition of South and North Korea, 3) one nation for one people. Based upon these steps the sport exchange can be performed classified into 1) exchange consideration stage, 2) exchange, cooperation stage, and 3) equality improvement stage. The basis for a union of sport culture of South and North Korea is formed, for example, the invitation, participation, and exchane between specific areas, a basic union for sport culture of South Korea and North Korea should be formed (ex. agreement conclusion of sport exchange and regular exchange between single events). After that, a unition for sport culture of South and North Korea will be supplemented and developed (ex. mutual exchange of players for trainning, joining together in international federation).
