The purpose of this paper is, at the first stage, to examine the unevenness of the regional economy derived from the economic concentration on the Metropolitan area and the creation of employment in the provincial areas. Secondly, the following topics will be discussed: The problem of effectiveness of the regulations and systems which is designed to control the gravitation of the population toward the Metropolitan area; the necessary improvement of the laws and regulations; the solution for manpower problems of the small-sized enterprises; and the enactment of the legislative bill for the improvement of the employment management for the insurance of manpower in order to induce the university graduates from provincial universities to the small-sized companies. Thirdly, it will be also added to this study, for solving the regional unevenness of the labor market, to consider the enactment of the separate law for the promotion of regional employment which is aiming to increase and create the job places in the region where the state of employment is rapidly becoming worse caused by the remarkable shortage of opportunity for obtaining jobs or the change of industrial structure.
