First. This paper investigates the act of employment promotion of disabled people and occupational rehabilitation connecting with the facts. And it is aim at researching about foundation of the standard workplace where disabled people can work, adaption of vocational training which is changing and a prohibition system of discrimination.
Second. Preceding works to study about the act of employment promotion of disabled people and occupational rehabilitation were examined disabled people's definition, sorts, employment mind, definition of rehabilitation, legal basses of the act of employment promotion and occupational rehabilitation under the constitution and law. Third. On the systems of each country about the act of employment promotion and the rules of occupational rehabilitation, this paper gave priority to compulsory employment, occupational rehabilitation and employment disabled people, among them, a few countries used compulsory employment, developed countries were going to the tendency of free employment.
Forth. The current acts concerning occupational rehabilitation are mainly disabled people's welfare act, disabled people's employment promotion, and occupational rehabilitation act, besides the acts connected with them, are the act of a guarantee in convenience improvement for the disabled, the old and the pregnant, labor relation act, special education act, national human rights commission act, among them, this paper would analyze mainly occupational rehabilitation acts.
Fifth. The occupational rehabilitation acts that try to discuss now, are going to give consequence to severe-cases of disabled people more than mild-cases. As found the standard workplace in order to employ severe-cases of the disabled,
Moreover, Legal guarantees should be made for disabled people's full employment in Korea. Nobody employs disabled people on this whole country. Even employers investigate the way not to employ disabled people. Employment obligation act which is acted currently, could not support filling of its rate because nation could not keep obligation employment rate itself.
