Low productivity, political and social rigidity, external pressure which can not be regarded only as a recent phenomenon have been recognized as signs of crisis on North Korea. Many experts have shown great interest in the durability of the North Korean regime which has remained stably in spite of such crises. So what is the reason why North Korea has been able to maintain its system with stable and long lasting way despite its internal and external troubles? This study to answer such question pays attention to the mobilization system of North Korea. The mobilization system indicating social system that can mobilize civil manpowers and goods to achieve goals of state shows a clue as to how North Korea could overcome internal and external crises by effectively utilizing and managing such domestic resources.
The mobilization system of North Korea was formed shortly after liberation. The manpowers and goods needed for building of the state were put in place at the right time thanks to the mobilization system. However mobilization of civil manpowers and goods was not stopped even after state building period. Chronic financial difficulties of Central and local governments, outbreak of the Korean War, post-war reconstruction and so on created conditions in which mobilization system formed after liberation can survive. In the end mobilization system appearing temporarily in national construction period shortly after liberation was turned into everyday and permanent system.
This study focusing on mobilization polices of North Korea sought to reveal that excessive material and human mobilizations by the state were intertwined with social structural problems. North Korea’s mobilization policies related to such structural problems can be effectively grasped through analyses of mobilization means, mobilization ideology, mobilization mechanism. Mobilization means indicating methods that the state used to mobilize civilians, mobilization ideology indicating value system for rationalizing the mobilization of people and attracting them to the mobilization system actively, mobilization mechanism indicating operation process of mobilization system and so on are core elements showing the whole aspects of North Korea’s mobilization policies. The fact that temporary mobilization system required for state building period was turned into everyday and permanent mobilization system and remained up to now means that this study can be used as a channel to peep into the origins of mobilization system in modern North Korea.
