The paradigm of housing policy has been transformed from housing supply to housing welfare, the policy of customized housing welfare has been increasing and Framework Act on Residence establishes the role of the housing welfare centers in the housing welfare delivery system.
But delivery system of housing support programs, which are categorized into public rental housing provision, house improvement support, and housing expense support, is lack of integration, appropriateness, accountability, efficiency and accessibility. Also operated housing welfare centers by public and private sector in Seoul, Dae-gu, etc. have some difficulties in doing their role because of limited amount of centers, budget and their manpower: promotion of direct support program such as rent, deposit, etc. and level of networking with related agencies.
The purpose of this study is to propose management of Gyeonggi-Do Housing Welfare Center(GHWC) in order to enhancing integration and accessibility of housing welfare service assuming that this center is important as final stage of housing welfare delivery system.
Based on reviewing and interviewing of experiences housing welfare center in other local government, GHWC would need to consign management and operate independently as a public-private partnership hub of housing welfare delivery system. And GHWC should provide consumer and site customized service as a central housing welfare center, the followings are suggested; 1) networking of Gyeonggi-do Muhan-Dolbom (Infinite Care) Center, Eup-Myeon-Dong Welfare Hub, etc., 2) education for empowering experienced practitioners of housing welfare in both public and private sector as well as broadening their capacities, 3) case management, information sharing, improved of information accessibility related My Home portal and counseling, 4) supporting regional specialized program. In the short term, GHWC could pilot project of housing welfare center.
