The Fukushima nuclear disaster has begun on March 11, 2011, attacked by significant earthquake and tsunami happened in Northeastern Japan. Although the accident was triggered by natural disasters, that accident inclined to be a man-made calamity because of insufficient preparedness to accidents based on nuclear safety myth and inappropriate handling of the accident. However, it is not clear who is responsible for the accident because so many organizations are engaged in operation and management of nuclear power plants. This study explores relevant organizations’ preparedness to and handling of nuclear accidents from a perspective of organized irresponsibility. As nuclear power generation is related with very advanced technologies in which many numbers of technologies are associated with and responsibility is shared by many different organizations, irresponsibility is organized. In this
process, nuclear safety myth became a driving force to reproduce and spread organized irresponsibility. Organized irresponsibility has been still working in handling the accident because multiple organizations take specified roles and have shared responsibility connected with each other to prevent expansion of the accident.
