This paper examines a unique policy measure of the Government-General of Korea (GGK) that promoted the cultivation of medicinal herbs in the 1930s. In doing so, it complicates discussions concerning the colonial regime’s bureaucratic autonomy, efficiency, and rationality. Recent works that have revealed the constantly negotiated and changing institutional structures of the GGK and the heterogeneous makings of its bureaucratic elites certainly show the GGK as a modern regime with a certain institutionally built, and constrained, autonomy, efficiency, and rationality. This paper seeks to push those discussions on bureaucratic modernity further, so as to reflect on its colonial characteristics, captured in the ruling system’s fame as a “kingdom for bureaucrats.” By closely examining various conflicts and interactions surrounding the cultivation of medicinal herbs from 1932-1936 among high officials, working-level bureaucrats, Japanese settlers, Korean elites and farmers, this paper illuminates the various limitations and contradictions of autonomy, efficiency, and rationality, shrouded in the “polite imperialism” of Japanese colonial Korea. It further explains that the “success” of the policy in overcoming all those conflicting voices was possible under a colonial structure that allowed all kinds of bureaucrats of different ideologies and leanings to thrive as successful bureaucrats by politely ignoring and excluding the main constituency of the policy, Korean farmers. The colonial regime might not have been the premodern “kingdom” of Japanese bureaucrats but it was certainly their modern dreamland.
