The National Basic Livelihood Security System has been in operation for 20 years. However, according to government estimates, there are 930,000 non-take-up of Public Assistance. The main reason for the existence of the non-take-up of Public Assistance is due to the family support obligation rules. Therefore, poverty groups and disabled groups have long been demanding the abolishment of the family support obligation rules and Moon Jae-in Government proposed the gradual abolition of the presidential election pledge. However, the government has yet to materialize the plan to abolish the family support obligation rules for supporting dependents. The reason is known to be due to the side effects of abolition and concerns over excessive budgetary spending. This study searched extensively about the problem of budgetary budget and the possibility of side effects, which are the main issues in deciding the abolition of the family support obligation rules. As a result, it was confirmed that the amount of new beneficiaries due to abolishment of the family support obligation rules and the budget needed were estimated too much. It is also confirmed that there is an excessively high concern about the possibility of side effects caused by abolition of the family support obligation rules and that prevention devices can be prepared. In addition, the positive effect of abolition, which is relatively neglected in the discussions on the abolition of the family support obligation rules, was specifically suggested. This study can be meaningful in that it can trigger the related research that is needed to reduce the non-take-up of Public Assistance and to accelerate the policy decision to abolish the standard of support person.
