The political circumstance of political power changes in Shang and Xiahou Periods was that the political powers had been being restructured in the Central District and had been expended to other regions. In the Beginning Era of Xihou Period, Yan State(燕), one of the powers in the Central District, entered around the center of the Yongding river(永定河) at Beijing region from its southern part. In the northern part, one of the powers had been existing already around the center of the grave of Baifu in Changping(昌平 白浮墓). Around the center of the ruins of Liulihe(琉璃河), Yan State was occupying its political power as a settler by conquering or merging the people of losing Shang's State. The main power of the grave of Baifu is unknown, however, it is certain that the power was not one of the native powers in Beijing region. In the process of the violent political changes in the end of Shang Period and the beginning of Xizhou (商末周初) period, the power of the people of losing Shang's State were entered into the Beijing region as a result of the process or proceeded into the region in the form of Yan's feudal system. In this process, the groups of the Shang's people were merged into the Yan as nobles by assisting Yan State or were moved forcibly further into the northern area of the region by Yan State. In addition, the representative native power of the Zhangjiayuan Shangceng Culture(張家園上層文化) was existing until Chunqiu period around the areas of the region, except the districts governed by Yan State. The areas of distribution for Jiyan Culture(姬燕文化) representing the culture of Central District in Beijing region include only the southern part of the Yongding river(永定河) and the area around the Yishui(易水), but the Zhangjiayuan Shangceng Culture of the native power was distributed widely over the areas of Beijing region and Yan mountains. In other side, it appears that there coexisted both Jiyan Culture and Zhangjiayuan Shangceng Culture in the areas influenced by Yan State, except Yan's capital city. It indicates the process of both the coexistence and the collision of two cultures in the region. From the distributions, it can be assumed that, even though the powers of Central District and their culture were entered into the areas around Beijing region and Yan mountains by Yan State, they were not widely expanded over the areas, but mainly remained in their capital city, due to the native power of the Zhangjiayuan Shangceng Culture in the region and the mountains.
