This study examines the context and main concept of the new school policies of the 'community related school,' (CRS) and discusses the challenge of the conceptual supplement for building up the concept of 'CRS.' ‘CRS’ policy is an intersectional policy, under which three different streams cross: Social innovation through 'Community Building,' the 'Innovative School' as a new educational reform paradigm, and community-oriented lifelong education practices. ‘CRS’ is focused on the growth of students and emphasizes a particular type of educational objectives, contents, and methods rather than emphasizing the broader educational network at the regional community level. However, the ‘CRS’ concept needs to be complemented at several points when considering the community’s values, such as ‘co-existence’ and ‘cooperation,’ and recognizing that the participation in activities for community development is in itself connected to the process of learning. It is necessary to consider all of the community members as a subject and object of education for an improved concept of ‘CRS’ and to find out the appropriate position and role for ‘CRS’ as a significant institution within the community. It also helps to recognize the town as a learning space of inhabitants.
