Starting with the theoretical discussion of housing rights and children’s rights, this study identified the size of children’s household living in housing poverty and identified whether housing poverty has a statistically significant effect on the overall rights of children. According to the analysis, the size of children’s household living in the substandard housing was 4.7% as of 2016 according to the standard of the Ministry of Land, Infrastructure and Transport, and 12.1% according to the positive standard of substandard housing. The size of children’s households that experience the burden of housing costs under substandard housing also reached 3.1 percent. In the case of children in the 7th year of the Korea Welfare Panel, it was found that indicators related to children’s right to survival, development, protection, and participation were significantly negatively influenced by the period of housing poverty, after controlling household income, parents’ level of education, and children’s gender. Based on the above results, the need for policy support and the contents of concrete policies for securing children’s housing rights were discussed.
