We are in the middle of the discussion on building peace regime on the Korean Peninsula where the terror of war hung around until just a few months ago. Can we really transfer the armistice regime lasted for last 65 years to peace regime in Korean Peninsula? In spite of our mission to build peace regime in the peninsula, the endeavor to transform the regime has faced with structural huddles such as diverse biases and lack of trusts. The first issue is about the order between the ‘declaration of the end of war’ and ‘denuclearization.’ There are also disagreements on the political and legal meanings of the declaration among the parties involved around the peninsula. Fortunately, it seems there is no controversy in that both Koreas are the right parties to sign the peace treaty as well as the US and China as a result of the three summits between the South and North and the North Korea-US summit. The status of the US Forces and the United Nations Command in Korea would not be a problem, either, considering the attitudes of the North during the series of dialogues this year. Then, the order between the ‘declaration of the end of war’ and ‘denuclearization’ is the only remaining huddle. To solve this problem, both parties should accept the principle of reciprocity.
