This paper begins with the basic function and application of Zhouyi and discusses the management thought of Zhouyi. As far as the basic function of Zhouyi is concerned, Zhouyi is originally a fortune-telling book, which is recognized as a management book that predicts, evaluates, and makes decisions through the process of people’s fortune telling. In terms of use, Zhouyi may provide a basis for reference and reasoning about any decision management action. This is a collaboration of the thoughts of men and counsels of spirits. Only when you get a collaboration of the thoughts of men and counsels of spirits the people are enabled to use and develop the management wisdom contained in Zhouyi effectively. In Xicizhuan, “The exhaustive use of the numbers” is asking for help from Zhouyi which is an act of asking for counseling from a spirit. This is the stage of predictive action taken to make decisions. This is a kind of predictive action step that is taken to make decisions. “The comprehension of the changes” belongs to the human side of what people do. Based on the fundamental question of collaboration of the thoughts of men and counsels of spirits this paper discusses the function and the nature of management in Zhouyi the value principle of Zhouyi’s management thought and the question of how to apply the management wisdom of Zhouyi in ancient times to the present reality.
