The purpose of this study is to identify the current status of physical housing conditions related to thermal environment and how to maintain thermal environment for low-income elderly people living in single and low-rise multi-family housing. The participants of this study were the low-income elderly living in Busan, Korea. In this study, a self-administered questionnaire and a field survey were conducted. The physical condition of the house in terms of insulation, lighting, and ventilation was measured through a field survey, and the reasons for not using the existing cooling and heating systems and devices were investigated through a 1:1 in-depth survey. Results show that their satisfaction with their housing’s thermal environment was very low. An inspection of the physical environment revealed problems with insulation, light, and ventilation, including dampness and mold on walls, floors, and ceilings, and an inability to let in daylight. And considering The burden of energy costs, supporting programs centered on the distribution of energy-efficient cooling and heating equipment and the improvement of the housing environment to improve energy efficiency are needed.
