In this era, house is one of the most socially sensitive topics beyond living space. For some, house is the most attractive investment. For some, however, house is a place of survival. give up dating, marriage, and childbirth because of the house. In this era, housing is becoming the source of social inequality. The house is just not the goods. House is a public good of social value. Nevertheless, It is acceptable for houses to be invested in goods. This study sought to find out how housing policies should be designed for house consumers. This study sought to find the direction of housing policy through the clear language of housing consumers.
As a result of the study, this study presented the answers from two perspectives. First, the tax policy of housing should be strengthened the differential taxation policy. The tax policy should focus on the actual residence of 1 household. There must be a current tax or tax reduction for one residential house. However, additional rates should be applied to non-residential and 2 households. 3 houses should be charged at a high progressive rate. 3 houses should greatly reduce profits from their houses. By expanding supply by sale, housing prices could be lowered. Second, the government should refrain from supplying housing to preferred areas through housing development. Expanding the supply of priority areas will contribute to expanding the influence of priority areas. Long-term public rental housing will lower housing prices in preferred areas. Long-term public rental housing will be able to share social infrastructure, which will promote movement among social classes.
