The European Green Deal (EGD), announced by the European Commission on 11 December 2019, is intended to be a breakthrough and a turning point not only in the environmental policy of the European Union (EU) but also in the EU’s mode of industrial production. The EGD has been presented in the literature as the core of a new social contract for Europe. This study therefore first reflects on the need for a new social contract in Europe. It then raises the question about the potential of this program to place the EU on a new socio-ecological footing and thus provide a sound foundation for a new social contract. In doing so it focuses on the sustainability of this program not only in an ecological but also in a social sense. This study raises the possibility that a social contract does not yet exist in Europe and still has to be established. It was found that it is doubtful that the EGD itself as a political strategy and a package of environmental policies could be considered a type of social contract, but it was proposed that the EGD may work as the cornerstone of a European social contract, with environmental issues, particularly climate change, at its center, based on the fundamental principle that social justice and environmental justice must be given equal weight.
