This study seeks to understand the relationship between the media and poverty in the context of the concepts of poverty systems and processes. In particular, this paper aims to explore how the core concepts of poverty systems, poverty processes, and poverty ‘media’ communication processes are useful in systematically analyzing the relationship between poverty and the media. To this end, this study sought to explore how poor individuals use and perceive the media through interviews with basic livelihood recipients, support agencies and organizations for them, and related experts, and how such experiences and perceptions of the media affect the political socialization process of the poor. The process of poverty can be defined as a social (re)organization process in which poverty is not a byproduct of social structures, but poverty itself is a part of the social system that perpetuates poverty and makes poor people dependent on the very structures that create poverty. Understanding the process of poverty in relation to the poverty system allows us to understand it as part of the process of the organization of the entire social system. This, in turn, allows us to relate it to other subsystems, the media and the process of the organization of the poverty system, which is the central theme of this study, and to understand poverty as a process of interaction with a wider range of social systems. Based on this awareness, this study sought to understand the process of poverty in terms of the process of media-media communication and to identify the communicative characteristics of poverty, i.e. how poverty is formed, maintained, and reproduced. Through this, we hope to find a way to discuss poverty in the mutual relationship between the poverty system and the media. Also, through this study, we hope to understand the relationship between poverty and the media from the perspective of the poor, thereby making one aspect of the media communication process of poverty visible and providing a prospect for systematic research on the process of poverty ‘communication’ in the future.

이 연구를 통해 저자는 언론과 빈곤의 관계를 빈곤체계와 빈곤과정이라는 개념들과의 연관 속에서 이해하고자 하였다. 특히 우리는 빈곤을 이해가기 위하여 빈곤체계와 빈곤과정 그리고 미디어 빈곤 소통과정을 개념화하여 이 개념들을 중심으로 빈곤과 언론과의 연관성을 체계적으로 분석하고 이 개념들의 분석적 유용함을 탐색해 보고자 하였다. 이를 위해 본 연구는 기초생활수급자와 이들에 대한 지원 기관 및 단체 그리고 관련 전문가와의 인터뷰들을 통해 빈곤한 개인들이 언론을 어떻게 이용하고 인식하고 있으며, 그러한 언론에 대한 경험과 인식이 빈곤층의 정치사회화 과정에 어떻게 영향을 주는지 살펴보고자 하였다. 빈곤과정은 빈곤이 사회 구조의 부산물이 아니라 빈곤 자체가 사회 체계의 한 부분으로서 빈곤을 영속화시키며 오히려 빈곤한 사람들을 빈곤을 낳는 그 구조 속에 포섭, 의존하게 만드는 사회 (재)조직화 과정으로 규정할 수 있다. 빈곤과정을 빈곤체계와의 관련 속에서 이해하게 되면 첫째, 전체 사회체계의 조직화 과정의 일부로 파악할 수 있게 하며 둘째, 이로써 다른 하부 체계, 이 연구의 중심 주제인, 언론과 빈곤체계의 조직화 과정과 연관시킴으로써 셋째, 빈곤을 보다 광범위하고 다양한 사회 체계들과의 상호작용 과정으로 이해할 수 있게해 준다. 이러한 문제의식을 바탕으로 본 연구는 빈곤과정을 언론ᐨ미디어 소통 과정 측면에서 이해하고 빈곤이 어떻게 형성, 유지, 그리고 재생산되는지, 즉 빈곤의 소통과정적 특성을 파악하고자 하였다. 이를 통해 빈곤체계와 언론과의 상호적 관계에서 빈곤을 논의할 하나의 방법을 발견할 수 있기를 기대한다. 더 나아가 우리는 이 연구를 통해 빈곤의 미디어 소통과정의 한 양상을 가시화시키고 향후 빈곤‘소통’과정에 대한 체계적인 연구의 전망을 갖고자 한다.
