The subjectivity of land use planners may cause bias on evaluating urban development proposals. If we could evaluate the impacts of the development rationally, the bias should be mitigated, and the decision making process could be more rational. This study aims to search a way to resolve a weakness of B/C(Benefit/Cost) Analysis without considering the spatial relationship between urban land use planning elements and development profits. This study suppose that the land price absorbs the development profit. A land price model is employed to measure the development profit. A non-linear type land pricing function based on the hedonic price method is to measure the influence between the land price and the land use planning elements. GIS(Geographic Information System) is employed to consider comprehensively the spatial relationship between urban land use planning elements and land price. The land price function is applied to the 5 urban development proposals of Kyoha development plan in order to identify the best proposal in 2 different view points : social benefit and developer’s benefit.
