Sin, Sung-gyeom was born in Gokseong, Jeolla province. He later moved to Chuncheon and expanded his power during military campaigns undertaken under Gungye. After having helped Wang Geon come to the throne, he became a meritorious retainer upon the founding of the Goryeo dynasty. Sin devoted himself to stabilizing the political situation through such means as eliminating the factors which adversely affected the building of a new dynasty. He eventually died in a battle while attempting to save Wang Gun. Wang Geon had a deep-rooted confidence in Sin Soong-kyeom. He even designated Pyeongsan in the Paeseo area as Sins place of origin in order to include him in the Paeseo group which served as the founding base of the Goryeo dynasty. This is why, although he had no roots in the area, Pyeongsan has widely been regarded as the place of origin of Sin Soong-kyeom.
After his death, Sin, Sung-gyeom began to be worshiped as the god Seonghwang in the Gokseong area. When the status of Gokseong was upgraded to that of an autonomous area from which a local governor (Gammugwan) would be dispatched during the 2nd year of King Myeongjong (1172), it became necessary for the local power group to emphasize the importance of this autonomous hyangchon community- with them at the center. For this reason, Sin Soong-kyeoms, a historical figure from their area, status was upgraded to that of the god Seonghwang, and he began to be worshipped as such. Sin was worshipped as Gokseongs god Seonghwang until the first period of the Joseon dynasty.
Sins name became associated with Confucianism during the middle of the Joseon dynasty. As Joseon society developed based on Confucian values, the Seonghwang belief gradually found itself being abandoned during the latter period of the 16th century. During the 22nd year of King Seonjo, with the support of the local power group, the descendants of Sin, Sung-gyeom established Deokyang Shrine as a sign of the respect they had for Sin and his value of loyalty, one of the main Confucian values. As such, the descendants of Sin, Sung-gyeom, who had been appointed as local governors, with the support of the hyangchon leaders, began to promote a form of anti-Seonghwang belief. This reflected the change in the power structure which occurred within the Gokseong community, with traditional power groups such as the Hyangsa replaced by the yangban noble families- and local governors.
