Focusing on the comparable efficiency of local administrative service, the article reviews the theoretical and practical possibility of local administrative reform in terms of the existence of the economy of scale in providing local administrative service. Based on an comparative reviews of cases of Japan, UK and Korea, It is founded that the continued focus on consolidation of local entities and shared services can be helpful to enhance of the competitive of local autonomous entities. This article provides some policy implications for the creation of an efficient local entities in Korea in aspects of legal and administrative framework as well as incentive building systems. It is also recommended that any administrative reform need to take the role of the local indigenous institutions and contextual values into account, and that the voluntary consolidation among the local autonomous entities need to reflect institutional competence as well as competitiveness of the local administrative system.
