Under the current system, the private sector can play the role of "project operator" and "rental business operator" of public rental housing supply. Until now, most of the public rental housing has been supplied by public operators. As of 2016, 87.5% of the total public rental housing inventory is supplied by LH and local governments. It is necessary to expand the participation of the private sector as a means to more efficiently and effectively respond to the housing problems of the social demanding class. The purpose of the study is to suggest ways for private sector to participate in social housing system and seek directions of the system to expand the role of private sector.
Social demanding classes to live a decent residential life in a pleasant and stable dwelling environment always reside. And they are magnified as a new group such as poverty children, young people, newlyweds, old people, people with disabilities and homeless people, etc. Also, public sector have issues with limitation of publicly funded supply, deterioration of financial structure, the high cost and uniformity. Meanwhile, Private participation also have limits such as public sector lock-in, lack of fundraising, and sustainable supply ability.
It is necessary to establish a social housing supply system by private investors seeking limited profits such as the Netherlands and France. Government needs to the utilization of private capital and efforts to the balance of "rent appropriateness" and "supplier"s business guarantee". Also it needs establishment of a social enterprise for residence, and amplification of co-operation between the private sector(including non-profit and social economy) and public sector.
Policy Suggestions as follows: ① introduction and institutionalization of social housing concept, ② efforts to expand social housing supply with the private sector(including non-profit and limited profits) ③ trial establishment of social enterprise for residence, ④ expansion of joint implementation of Gyeonggi Urban Innovation Corporation with private housing project implementer, ⑤ improvement loan conditions of "Gyeonggido Development Fund" adjusting lending rates from 1% to 1.8% and periods from 3 years to more long, (6) build a social housing system that integrates "public housing" and "public support private rental housing", (7) revise the "Social Enterprise Promotion Act" including provision and operation of social housing.
