The purpose of this study was to perform a critical review on ‘skill’ described in the 2015 elementary moral education curriculum, and during the process, organize and concretize the problems brought up thus far, thereby acting as a starting point for discussions that define the meaning and roles of the ‘skill’. The ‘skill’ presented in the 2015 revised elementary education curriculum were applied and selected by a moral education curriculum research team to suit the characteristics of moral education based on the criteria suggested by the Ministry of Education. However, the unfamiliar ‘skill’ that appear in the curriculum lack the conceptualization necessary for understanding them, which should be enough to offset the level of their unfamiliarly. In addition, many questions have been raised regarding their propriety in the process of reflecting the characteristics of moral education. Therefore, this study discussed the issue of the propriety of ‘skill’ presented in the curriculum by reviewing the concept of ‘skill’ suggested by the Ministry of Education. This study then reviewed whether ‘skill’ that reflect the characteristics of moral education have been selected with a focus on the questions raised by debaters in the process of developing the curriculum. Meanwhile, as this study focused on the problems of the 2015 revised elementary moral education curriculum, it has limitations when it comes to the understanding of ‘skill’ in overall moral education curriculums.
