This study, from a theoretical and a double-strategy perspective, emphasizes the necessity of expanding the government’s positive actions in the current Gender Equality Act era. The study conducted a survey of government officials in order to analyze their perception and attitude towards the government’s positive actions. The main purpose of the study is in proposing an ideal direction for any prospective positive actions to be taken by the government, based on the results of the survey. To summarize the major findings of the study, first, both male and female government officials showed an agreement on the effect of positive actions while each gender showed difference towards whether such system ought to be continued. Women were more likely to feel discriminated during the arrangement of promotions and assignments than men. The primary cause of such discrimination within the personnel administration was due to the higher burden of housework and parenting for women than men. Moreover, it was found that gender equality within personnel management systems is key to a sound implementation of positive actions. The findings of this study suggest that a qualitative change is necessary in terms of personnel and organizational culture, and that an expansion of positive actions that embrace both genders from a double-strategy perspective is fundamental.
