The purpose of this study is to explain the context in which Korea"s public rental housing(PRH) policy has been stably implemented using path dependence theory. The path dependence of the PRH policy went through the formation stage under the Kim Dae-jung administration and the lock-in stage under the Roh Moo-hyun administration and was maintained even after the conservative party gained power. Path dependence can be sustained through the following mechanism. As more households experienced the housing stabilization effect of PRH, and PRH was recognized as the only alternative for middle- and lowincome households who have difficulty purchasing a house, the social suppor for PRH expanded. This developed into political interests, and the government and each political party secured public support by presenting supply plans for PRH. This was supported by a centralized supply system, which made it possible to provide PRH consistently and promptly. In short, the self-reinforcing mechanism that maintains path dependence was activated as positive feedback that consumers secured housing stability and suppliers received public support was generated. This study is exploratory and the analysis results are tentative and hypothetical. Therefore, it is necessary to clarify the characteristics of Korea"s PRH policy in-depth through further studies.
