This study aims to analyze the policy paradox phenomenon and its causes and results in the policy process of strengthening student human rights through the enactment of student human rights ordinance. To this end, the central phenomenon of the policy paradox that occurs during the policy process was discovered and the causes and effects of the paradox were contemplated through literature research. As a result of the analysis, the paradox phenomenon in which the extension of students rights is equated with the violation of teachers rights was found. The causes of this policy paradox were as follows; 1) the excessive politicalization of student human rights policies, 2) the paradoxical nature of rights that include factors of guarantee and infringement simultaneously, 3) and the disjunction between policy execution and human rights-friendly environment making. As a result, a confliction between students rights and teachers rights was formed and positive substantive rights of the ordinance was hardly discussed, resulting in negative results of policy paradox. Based on the analysis results, this study suggests three political suggestions; 1) consideration of the possibility that the attributes of rights can cause policy paradox at any time in the course of policy implementation, 2) the need to supplement the top-down policy decision structure, 3) and to avoid excessive politicization of education policies.
