This study aims to analyze from a gender perspective whether the residential rights of a single adolescent mothers are properly guaranteed. The definition of residential rights in this study was not defined as a state that meets the minimum legal requirements such as “minimum housing standards”, but as a right including the guarantee of housing safety, including the broad meaning of “everyone’s right to enjoy proper housing” or “secure the lowest national living standards on housing”. According to this definition of residential rights, it was analyzed whether such residential rights are being realized in the residential movement experience of single mother and child families, and how adolescent Hanmo recognizes the guarantee of residential rights.
The research method is an in-depth interview, and 10 families of young people living in Gwangju and 6 people in charge of housing-related projects for young people were interviewed. The study analyzes the significance and limitations of youth single-parent housing policies in the government and Gwangju by examining the housing movement experience and perception of housing rights of youth single-parent families and seeks ways to guarantee housing rights. As a result of the study, existing housing policies have supported housing costs and housing stability through the principle of minimalism, but they have not presented tasks to improve the quality of life of youth (single) parents and children by failing to consider housing safety and the needs of families with care obligations from a gender perspective. In addition, Gwangju Metropolitan City’s current housing support policy centered on newlyweds has not deviated from the so-called normal family-centered discourse based on the premise of the low birth rate policy in that it policy excludes low-income youth single-parent families in need of housing support while raising children. Finally, this study proposed a plan to improve housing policies that reflect the specificity of a single adolescent who is performing the tasks of parenting and self-reliance at the same time.
