In many cities of Korea, the local communities are steadily declining due to a decrease in the birthing population, an increase in the old age population, and suburban relocation. Therefore, it is necessary to revitalize the local communities by revitalizing the urban economy, creating jobs, and strengthening urban functions. Public rental shopping centers are emerging as alternatives for establishing local communities by building, buying, renting, or supporting stores in the public, and renting them to young entrepreneurs, career-breaking women, small business owners, and social economic organizations at a lower price than the market. This study is aimed at suggesting the appropriate management plan through analyzing the actual status of public rental centers and activation plan for the changed social and economic urban environment. This study found out several management plans for the activation of public rental shopping centers. First, the establishment of low-cost lease conditions for public rental prices is required. Since the operation of the rental shopping center in the private sector is based on profitability, it is possible to lower the rent, which is 80% of the market price, through active participation and support system in the public sector pursuing public interest. Second, financial and tax support for the supply of public rental targets is necessary. When creating a public rental destination, government funds, housing capital, local government"s own projects, public institution funds, etc. it should be supported. Third, there is a need for improvement of laws and institutions related to public rental. The public rental shopping centers apply different standards for each subject and supply time in the supply method. Thus, it is urgent to enact unified law and uniform standard that are the basis of the public rental shopping centers. Fourth, in consideration of competition and backlash with the existing private market, plan an appropriate amount of public rental shopping centers should be planned so as not to disturb the private market. On the other hand, in terms of business sectors, the supply standards of public rental shopping centers should be established to prevent conflicts with private sector.
